Newark Ch. 18:7-5 (Property Maintenance Code) requires all property owners and occupants to maintain grass, weeds, and vegetation at a height not exceeding 8 inches. Vacant lots must also be kept clear. If an owner fails to comply after notice, the City can hire contractors to mow and bill the owner. Unpaid charges become a lien on the property. NJ state law N.J.S.A. 40:48-2.27 also authorizes municipalities to declare overgrown vegetation a public nuisance and abate it at owner expense. Newark Code Enforcement actively patrols during growing season (April through October).
