Under Saint Paul Legislative Code Chapter 45, all property owners and occupants must maintain grass and weeds at a height of less than 8 inches. Weeds or grass exceeding 8 inches or that have gone to seed must be cut or mowed promptly. Noxious weeds as defined by the Minnesota Department of Agriculture must be controlled or completely destroyed regardless of height. The Department of Safety and Inspections (DSI) enforces these requirements through property code enforcement. When a violation is identified, DSI issues a written notice giving the property owner a deadline to comply. If the owner fails to act, the city may hire a contractor to mow the property and assess the cost as a special charge against the property on the next tax statement. Managed natural landscapes that comply with Minnesota Statute 561.19 are exempt from the 8-inch maximum, provided the planting is planned, intentional, and maintained.
