Rainwater harvesting is legal in West Valley City under Utah Code ยง73-3-1.5. Residents may collect up to 2,500 gallons in registered storage (or 200 gallons without registration) without a water right. No additional city permits required.
Utah Code ยง73-3-1.5 (the 2010 rainwater harvesting statute) allows any person to collect and store precipitation on land they own or lease. Up to 200 gallons may be stored in above-ground containers with no registration. Up to 2,500 gallons may be stored if the person registers with the Utah Division of Water Rights (free online registration at waterrights.utah.gov). West Valley City does not impose additional local restrictions; rain barrels and cisterns are allowed in residential zones. Cisterns over 5,000 gallons or structural installations may require a building permit under West Valley City Title 6 (building code). Jordan Valley Water Conservancy District offers rain barrel workshops and rebates.
Storing more than 2,500 gallons without a water right violates Utah Code ยง73-3-1.5 and can be enforced by the State Engineer. No West Valley City-specific fines for compliant rainwater systems.
