As a Texas can't-zone county, Galveston County does not regulate how residents prune trees on private property; the state right-to-farm and general property law leave that to owners and cities. The City of Galveston's Good Neighbor standards require owners to trim street trees to no less than 15 feet from the bottom branches to the street and to keep the city right-of-way clear of obstructions. League City's tree ordinance (UDC Ch. 125, Article 7) requires that protected and street trees be maintained to arboriculture standards, prohibiting topping. Utility line clearance is handled separately by CenterPoint and the utility easement rules.
Galveston cites owners who let street-tree branches hang below 15 feet or obstruct the right-of-way. League City can require restitution for improper topping of protected trees. Neither is a county penalty.
