A Texas county cannot pass its own weed ordinance, but Health & Safety Code Chapter 343 gives it a nuisance-abatement tool in unincorporated areas. Section 343.011 makes it a public nuisance to allow weeds to grow within 300 feet of another residence or commercial establishment. Section 343.002(11) defines weeds as rank and uncultivated growth over 36 inches high, or any growth (at any height) creating an unsanitary condition attracting mosquitoes, rodents, or vermin. Inside city limits, municipal standards are stricter: Galveston caps grass and high weeds below 9 inches, and League City acts on growth over 12 inches.
The county sends written notice; if uncorrected, it may abate the weeds and place a lien for costs, or seek a court injunction under Ch. 343. Cities mow and lien similarly within their limits.
