Passaic County has no ordinance governing how residents trim trees on private land. Routine trimming of your own trees is generally allowed. Street trees in the public right-of-way and shade-tree matters are handled by your municipality or its shade-tree commission.
For private-property trees, New Jersey follows common-law rules: you may trim branches and roots that cross onto your side of the boundary, but you cannot enter a neighbor's land or destroy their tree. Municipalities — not Passaic County — regulate street trees and shade trees under N.J.S.A. 40:64 (shade-tree commissions) and 40:65 (trees in streets); a municipal permit is often required to prune or remove a tree in the public right-of-way. Since New Jersey's 2022–24 MS4 stormwater mandate, many Passaic County towns also require a permit before removing larger trees even on private land — see tree removal.
Municipal. Trimming a neighbor's tree without permission can create civil liability for damage; unpermitted work on a street/right-of-way tree is fined under the local shade-tree ordinance.
