Shared electric scooter programs operate under New York's 2020 amendments to VTL that legalized e-scooters statewide and gave municipalities authority to permit shared-fleet operators. Riders must be 16 or older, ride in bike lanes or roadways with speed limits at or under 30 mph, and yield on sidewalks where local rules permit. Buffalo prohibits sidewalk riding in the downtown core and requires devices to be parked upright off the pedestrian path.
Improper parking or sidewalk riding under Ch. 685 incurs fines around $50 per offense; operator companies face fleet-permit penalties for systemic violations.
