Following pilots that began in 2018, Louisville regulates shared e-scooters through operator agreements with Public Works covering fleet caps, equity distribution, data sharing, and parking standards. Riders must be 18+, follow KRS Chapter 189 traffic rules, and use bike lanes where available. Sidewalk riding is prohibited in the central business district and discouraged elsewhere. Scooters parked blocking ADA paths, ramps, or business entrances can be relocated by operators or impounded by Metro. Helmet use is encouraged but generally not mandated for adults. Operators must respond to complaints within posted service-level agreements.
