Fence height and material rules come from Louisville Metro Land Development Code (LDC) Chapter 4, administered by the Office of Planning and enforced by Codes and Regulations. The form district (Traditional, Suburban, Neighborhood, Village, etc.) controls the front-yard limit: 42 inches in Traditional districts (older streetcar neighborhoods like Highlands, Old Louisville) and 48 inches in Suburban districts (most post-war subdivisions). In side and rear yards, opaque privacy fences (wood stockade, vinyl, masonry) may be up to 8 feet tall, while see-through fences (chain-link, wrought iron, picket with gaps) are capped at 6 feet. Any fence within 5 feet of a public sidewalk or roadway is measured from the pavement elevation, not the adjacent ground. Fences exceeding 7 feet in height require a building permit from Construction Review under LMCO Chapter 150 (Kentucky Building Code). Barbed wire and razor wire are not permitted in residential form districts and require an LDC waiver elsewhere; electric fences are limited to agricultural zoning. Pool barriers must additionally satisfy Kentucky Residential Code Appendix G (48-inch minimum, self-latching gate). Corner lots and multi-frontage lots have additional sight-triangle restrictions on both height and opacity near intersections. Variances to height require a Board of Zoning Adjustment hearing.
Installing a fence taller than the form-district limit, using prohibited barbed/razor wire in residential zones, or building a fence over 7 feet without a building permit violates LDC Chapter 4 and LMCO Chapter 150. The Department of Codes and Regulations issues a Notice of Violation; civil fines accrue daily through the Louisville Metro Code Enforcement Board, and the owner must remove or lower the noncompliant fence or obtain a variance/waiver.
