Neither the county nor its municipalities may set flight path, altitude, or in-flight noise rules. Local complaints are routed through the Port Authority noise office.
Federal law preempts state and local regulation of aircraft in flight. Teterboro Airport, operated by the Port Authority of New York and New Jersey within Bergen County, is governed by an FAA-approved noise compatibility program adopted January 10, 2023, with 33 measures including 16 noise abatement actions. TEB enforces voluntary departure noise limits: 80 dBA on Runway 24 from 10 p.m. to 7 a.m., 90 dBA on Runway 24 daytime, and 95 dBA on Runways 1, 19, and 6 at all times. Bergen County may host the Teterboro Airport Noise Abatement Advisory Committee but cannot fine individual aircraft. Residents file complaints through the Port Authority TEB Airport Noise Office.
