Aircraft noise is preempted by federal law. Schenectady County and its municipalities cannot regulate overflight noise; complaints about Schenectady County Airport (SCH) or Albany International (ALB) flight paths go to the airport operator or the FAA.
Under 49 U.S.C. ยง41713 and the Airline Deregulation Act, states and localities are preempted from regulating aircraft noise or routes. Schenectady County Airport is operated by the county but follows FAA Part 150 voluntary noise-abatement procedures. Albany International is the primary commercial airport and handles community complaints through its noise-complaint line. UAS/drone noise is governed by FAA Part 107 and local parks rules only.
