No person shall engage in construction or demolition activity or operate noisy machinery between 9:00 PM and 7:00 AM the following day, except in emergencies. The City Engineer and/or Director of Buildings and Inspections may issue permits for nighttime construction between 11:00 PM and 7:00 AM where the applicant demonstrates public safety necessity. CMC §721-35 (Streets and Sidewalks) also addresses noisy nighttime construction.
