Construction hours in Lompoc, CA β sometimes called construction noise rules or contractor work-hour ordinances β set when contractors can run power tools, hammers, and heavy equipment.
Santa Barbara County does not impose blanket construction-hour limits countywide. Grading work is regulated by Chapter 14 (Grading Code) Section 14-22, and Chapter 40 nighttime rules still apply to any noisy construction activity during protected hours.
Unlike many California jurisdictions, Santa Barbara County has not adopted a daytime construction-hours ordinance applicable to all building work. The principal restriction on construction-related noise in unincorporated areas comes from two sources. First, Chapter 14 (Grading Code), Section 14-22, restricts the hours during which grading operations may take place on a permitted site; the Building & Safety Division administers these limits and conditions them on individual grading permits. Second, Chapter 40 (Nighttime Noise Restrictions) Section 40-2 catches construction noise that occurs during nighttime protected hours (Sun-Thu 10:00 p.m.-7:00 a.m.; Fri-Sat midnight-7:00 a.m.) where the activity creates loud or unreasonable noise broadcast outside a building. Discretionary land-use permits issued under the County's Land Use and Development Code routinely impose construction-window conditions of approval on a project-by-project basis. Owner-builder home repairs not requiring a discretionary permit have no county-wide hour cap during the daytime.
Grading-permit hour violations under Sec. 14-22 may result in stop-work orders, permit revocation, and citations by the Building & Safety Division. Chapter 40 nighttime violations carry an infraction fine of up to $100 for a first offense, plus court fees, citable by Sheriff's deputies.
