Construction hours in Yuba County, CA — sometimes called construction noise rules or contractor work-hour ordinances — set when contractors can run power tools, hammers, and heavy equipment.
Yuba County Code Section 8.20.310 regulates construction noise in unincorporated areas. It makes it unlawful to operate construction equipment within a 500-foot radius of a residential zone between 10:00 p.m. and 7:00 a.m. in a way that disturbs nearby residents, unless a permit has been obtained.
Under Yuba County Code Section 8.20.310, the ordinance states it is unlawful to operate construction equipment within a 500-foot radius of a residential zone between the hours of 10:00 p.m. and 7:00 a.m. "in such a manner that a reasonable person of normal sensitiveness residing in the area is caused discomfort or annoyance unless a permit has been duly obtained." Federal and state law generally do not regulate temporary construction noise, so this County-level rule is the controlling standard in unincorporated Yuba County. Section 8.20.710 provides a process to apply to the Yuba County Department of Planning and Building Services for an exemption authorized by permit when immediate compliance is impractical or unreasonable, provided the project does not exceed six months. The County's 2030 General Plan adds Policy HS10.7, requiring new development to keep construction equipment properly maintained and equipped with noise-control components such as mufflers, and Policy HS10.5/HS10.6 require feasible mitigation of construction and other short-term noise as a condition of project approval. These provisions apply only in the unincorporated county, not in Marysville or Wheatland.
Enforced by Yuba County Code Enforcement and the Sheriff's Office. Operating equipment near homes during the protected nighttime window without a permit is a code violation; exemption permits are obtained through the Department of Planning and Building Services.
