Allegheny County Health Department enforces Article XXI on all commercial and industrial operators countywide, including frac sand plants, steel mills, data centers, and HVAC rooftop units. Measured at the property line of the receiving (complainant) property. Daytime 7 AM to 10 PM = 65 dBA; nighttime 10 PM to 7 AM = 55 dBA. Impulse/tonal noise gets a 5 dBA penalty. ACHD can issue orders, require mitigation, and levy penalties.
