In unincorporated Washoe County, property developed in an industrial zone may not exceed 75 Ldn (day-night average sound level) at the property line. If sound affecting a project exceeds allowed limits, the developer must build a noise-attenuation barrier to meet the standard.
Development Code Section 110.414.05(a) limits industrial development to 75 Ldn at the property line, the highest limit in Article 414. Property abutting residential uses drops to 65 Ldn, and property abutting parks, schools or hospitals is limited to 65 Ldn at the line with interior levels no higher than 45 Ldn. Section 110.414.05(f) provides that if the sound levels affecting a project exceed those allowed for its development, the developer or subdivider must construct a noise-attenuation barrier to bring sound down to the required standards. Sound is measured A-weighted over 24 hours at the property line, with a 10 dB nighttime penalty (10 p.m.-7 a.m.). These land-use limits are applied at development review and by code enforcement.
Industrial noise over 75 Ldn (or over the abutting limit) is a Development Code violation; the code requires a noise-attenuation barrier to reach compliance.
