Yuba County Code Chapter 8.20 sets noise limits for stationary sources such as mechanical equipment, manufacturing and quarrying. Industrial zones carry fixed limits at any time of day -- 65 dBA in the M1 (General Industrial) zone and 70 dBA in the M2 (Extractive Industrial) zone. The County's adopted 2030 General Plan reinforces this with performance standards for non-transportation noise at noise-sensitive land uses: an hourly Leq of 60 dBA daytime and 45 dBA nighttime, with maximum (Lmax) levels of 75 dBA day and 65 dBA night (Table Public Health & Safety-2), plus duration-based limits in Table Public Health & Safety-3. Policy HS10.10 directs noise-generating industrial uses to locate away from sensitive uses, enclose noise sources, or otherwise mitigate. Notably, the General Plan provides that mining, forestry and agricultural noise will not be considered a nuisance when generated in areas designated by the General Plan for those uses (Policy HS10.16) -- important in a county with active quarries, a landfill and extensive agriculture. These standards apply in unincorporated Yuba County. Marysville and Wheatland regulate industrial noise separately, and Yuba City is in Sutter County.
Stationary-source exceedances are enforced by Yuba County Code Enforcement under Chapter 8.20, and General Plan performance standards are applied to new development through project review. Mining, forestry and agricultural noise in designated areas is not treated as a nuisance (Policy HS10.16).
