Sonoma County applies General Plan Noise Element Table NE-2 performance standards to industrial and commercial noise in unincorporated areas: an hourly median (L50) of 50 dBA daytime (7 a.m. to 10 p.m.) and 45 dBA nighttime at the property line of any noise sensitive use.
Policy NE-1c of the General Plan 2020 Noise Element controls non-transportation noise from new projects: total noise from new sources may not exceed Table NE-2, measured at the exterior property line of any adjacent noise sensitive land use. Daytime (7 a.m. to 10 p.m.) limits are 50 dBA L50, 55 dBA L25, 60 dBA L08, and 65 dBA L02; nighttime limits are 5 dBA lower. Standards are reduced another 5 dBA for simple tones, speech or music, or recurring impulsive noises such as pile drivers. Short-term sources permitted no more than six days per year may exceed the limits by 5 dB under a noise management plan. Permit Sonoma applies these standards through use permits and environmental review.
Exceedances found through complaints or required monitoring are handled by Permit Sonoma as use-permit and code-enforcement matters; mitigation measures and conditions of approval may be imposed, with monitoring costs borne by the applicant under Policy NE-1m.
