Santa Rosa City Code Chapter 11-28 (Commercial Vehicles and Truck Routes) regulates large commercial vehicles on city streets, exercising authority granted to local agencies by California Vehicle Code Sections 21101 and 35701. The principal rule: no person may park any commercial vehicle, truck, or trailer with a manufacturer's plate-rated capacity of more than 10,000 pounds gross vehicle weight on any street within any residence or business district within the City, except while loading or unloading property when such vehicle is parked in connection with the performance of service to or on property in the block in which such vehicle is parked, and for such time as is reasonably necessary to complete such permitted service. Independently, the parking of commercial vehicles over 10,000 pounds gross vehicle weight on any street, highway, or alley between the hours of 2:00 a.m. and 6:00 a.m. is prohibited. Trailers and semitrailers may not be parked separately on any street, alley, public way, or public place unless attached to a motor vehicle capable of providing motive power. The Code does not prohibit commercial vehicles from making bona fide deliveries to private residences or businesses (per California Vehicle Code Section 35703, which expressly preserves pickup/delivery access). The City Traffic Engineer may designate streets as truck routes with appropriate signage; off-route travel by heavy vehicles, except for direct delivery, is prohibited where signed.
Violations of Chapter 11-28 are infractions subject to citation and, where the vehicle creates a hazard or has been left over the 2-6 a.m. window, towing under California Vehicle Code Section 22651. Repeat business-owner violations may also be referred to Code Enforcement for administrative penalties.
