There is no countywide leaf-blower or lawn-equipment ordinance in Genesee County; each city and township regulates outdoor power tools through its own noise rules. Flint's ordinance (§ 31-72(b)(10)) prohibits operating any mechanically powered saw, drill, sander, grinder, lawn or garden tool, snowblower or similar device outdoors in residential areas during nighttime (9:00 p.m.-8:00 a.m.) so as to cause a noise disturbance, except in an emergency. Crucially, § 31-77(g) exempts domestic tools like lawn mowers, snowblowers and edgers when operated in a manner and frequency normal and customary in the community. So daytime blowing is generally fine; nighttime use across a neighbor's line is not.
