Leaf blowers are covered by municipal domestic-power-tool provisions, not a Lehigh County ordinance. Allentown prohibits operating any mechanically powered saw, drill, sander, grinder, lawn or garden tool, or similar device outdoors in residential areas between 9:00 P.M. and 7:00 A.M. the following day where the sound creates a noise disturbance across a residential real property line. A leaf blower falls within "lawn or garden tool." Snow blowers are expressly exempt. There is no daytime decibel cap specific to leaf blowers, but daytime use must still avoid a general noise disturbance. Other municipalities in the county may impose their own limits.
Allentown violation ticket is $100, with a $25 add-on for days 11–20 if unpaid; summary conviction can reach $100–$1,000 and/or 90 days imprisonment. Each day is a separate offense.
