Numeric decibel limits are municipal, not countywide. Allentown's ordinance provides that, unless a variance is obtained, no one may operate any source of sound exceeding the receiving-land-use limits in Table 1, measured at or within the property boundary. Table 1 limits (7:00 A.M.–10:00 P.M. / 10:00 P.M.–7:00 A.M.): residential (R zones) 57 / 52 dB(A); parks, institutional, governmental and business (B-1 to B-4) 67 / 62 dB(A); industrial (I-1 to I-3) 77 / 77 dB(A). Pure-tone or impulsive sounds have limits reduced by 5 dB(A). Exceeding a limit is a noise disturbance.
Violation ticket $100; unpaid adds $25 for days 11–20. Summary conviction $100–$1,000 and/or up to 90 days imprisonment. Bureau of Health may order abatement within 30 days.
