City noise codes govern outdoor music. Fishers allows amplified devices up to 90 decibels during set weekend and holiday windows (Friday 5-11 PM, Saturday 1-11 PM). Carmel exempts city-sanctioned concerts and festivals but otherwise applies its decibel chart.
Outdoor music is regulated by each city. Fishers Code Sec. 98.02(B)(1)-(2) permits amplified devices up to 90 decibels, measured ten feet from the property line, during specified windows: Friday 5:00-11:00 p.m., Saturday 1:00-11:00 p.m., and 1:00-11:00 p.m. on St. Patrick's Day, Memorial Day, Independence Day, Labor Day and New Year's Eve. Carmel Sec. 6-158(b)(4) exempts parades, festivals, concerts and similar events authorized by the Board of Public Works and Safety. Private outdoor music must stay within the district decibel limits.
Outside the permitted windows or over the decibel limit, violations are Class C infractions in Fishers and infractions ($250-$2,500) in Carmel.
