Within the Downtown Community Redevelopment Area (CRA), Sec. 22-24 Table 2 allows outdoor amplified sound up to 85 dBA from 7 a.m.-10 p.m. and 70 dBA from 10 p.m.-7 a.m. The August 5, 2025 amendment requires no outdoor speakers between midnight and 7 a.m. and caps that period at 65 dBA.
The Downtown CRA is the only area of Kissimmee with relaxed amplified-music caps. Sec. 22-25(d)(2) requires that any indoor speaker within 20 feet of an open entrance, exit, or window in the Downtown CRA be oriented inward and away from the opening. Sec. 22-27(c)(2) waives the 1,000-foot setback from schools, courts, and hospitals within the CRA, but the 10 p.m. outdoor-speaker cutoff (Sec. 22-27(b)(1)d) still applies unless extended-hours approval is granted by the city manager. The City Commission's Aug. 5, 2025 amendment (per local press coverage) tightened the post-midnight period further to 65 dBA with no outdoor amplification, in compromise with downtown bars.
