However, Section 10.8-14(b) ('Noises from authorized activities') exempts 'parades, cultural event, athletic games, state or county fairs, or functions conducted pursuant to a permit specifically approved by the Tuscaloosa City Council or other appropriate governmental agency.' The same subsection clarifies that merely holding a business license does not amount to City Council approval for the exemption. The practical result is that organized outdoor events with proper city approval, including those at venues such as the University of Alabama, can exceed the ordinary decibel limits, while routine backyard or venue music without a permit remains bound by Section 10.8-13. Sound-amplifying equipment used at events is also subject to the city's separate sound-truck rules at Section 13-2 et seq.
