Henrico County Code Sec. 10-68(2) applies to sound devices located inside or outside a structure. Outdoor speakers or music audible 50+ feet in residential areas between 11 p.m. and 7 a.m., or inside a neighbor's dwelling, are prohibited countywide.
The device provision expressly reaches outdoor sound (patio speakers, backyard bands, outdoor amplifiers) regardless of whether the device is located inside of a structure or outside of or on a structure. Overnight (11 p.m.-7 a.m.) the residential trigger is 50 feet; at any hour, sound plainly audible inside another's dwelling is barred. Exemptions under Sec. 10-69 include school and college band and athletic events, officially sanctioned county-park activities, and religious music, singing, bells and chimes.
Sec. 10-67 fines up to $500, $1,000, then $2,500; each day a violation continues is a separate offense.
