Section 41A-5 (general noise regulations) makes it unlawful for any person to willfully make, continue, or cause to be made any excessive, unnecessary or offensive noise that disturbs the peace and quiet of any neighborhood or causes discomfort or annoyance to a reasonable person of normal sensitivity.
