Vehicles abandoned, wrecked, dismantled, or inoperative on private or public property (including highways) are addressed under Butte County Code Chapter 14, Article XII, which declares such accumulations a public nuisance subject to abatement by the multi-jurisdictional Abandoned Vehicle Abatement (AVA) Service Authority established under CVC Section 22710. Subdivision streets and county-maintained roads are regulated by Chapter 10 (Highways and Streets); encroachment permits are administered by the Department of Public Works.
Vehicles parked in violation of CVC Section 22651 may be removed and impounded by a peace officer or parking enforcement employee. Abandoned vehicle cases (Code Case Type AVA) result in nuisance abatement under Chapter 14, Article XII, with tow and lien costs charged to the registered owner. Recreational vehicles or boats left in a right-of-way beyond nine days are subject to citation under Section 24-74(E).
