Spokane Valley regulates noise through its nuisance code, SVMC 7.05.040(K). Two time-limited exemptions effectively create a quiet-hours framework: under SVMC 7.05.040(K)(3), sounds from temporary residential repair or maintenance projects are exempt only between 7:00 a.m. and 10:00 p.m., and under SVMC 7.05.040(K)(4) construction, quarrying and mining noise is exempt only between 7:00 a.m. and 10:00 p.m. (or beyond 1,000 feet of any residence). Outside those windows, such activity loses its exemption and can be cited as a nuisance. Enforcement is administrative under Chapter 17.100 SVMC. The state WAC limits the city incorporates set maximum permissible noise levels by zone and are stricter at night.
