Spokane Valley regulates on-street parking by adopting the Washington Model Traffic Ordinance (WMTO) in SVMC 9.05.010, together with state law (RCW 46.61.570; WAC 308-330-462). A 2012 city legal review confirmed that the WMTO does not prohibit parking recreational vehicles, trailers or boats on residential streets, and the city has not adopted a Spokane-style "habitual parking" ban on large vehicles in residential zones. The main on-street tools are general: a vehicle that obstructs traffic or is a hazard may be impounded, and any vehicle left on a public street can be tagged and removed 24 hours later under RCW 46.55.085. On private property, the zoning code controls RV use and storage. Under SVMC Chapter 19.65 (Supplemental Use Regulations), a recreational vehicle may not be parked within a required front-yard setback for more than 15 consecutive days and not more than 30 days cumulative in any 12 consecutive months. Recreational vehicles also may not be used as permanent or temporary dwelling units in any residential zone except as permitted under Chapter 19.40 SVMC; a guest may park and occupy an RV for up to 30 days in a 12-month period only with a temporary use permit (Chapter 19.160 SVMC), and an RV may be used as temporary living quarters during construction only with an active building permit and a temporary use permit. Inoperable or junk vehicles, including boats and similar equipment left broken down, are separately regulated as nuisances under SVMC 7.05.040.
Leaving an RV in a required front-yard setback beyond the 15-day/30-day limits, or occupying an RV as a dwelling without the required permit, violates SVMC Chapter 19.65 and is enforceable under Chapter 17.100 SVMC; abandoned street vehicles may be tagged and impounded.
