Spokane Valley, WA Fire Regulations: Fireworks (2026)

Chapter 7.15 SVMC states its purpose up front: "it is the intent of the City of Spokane Valley to continue the prohibition on the use, sale, discharge or explosion of consumer fireworks pursuant to the Spokane County Code Sections 3.17.070 and 3.17.080 which are adopted by reference." Section 7.15.030 carries that intent into operative rules: no fireworks may be sold or offered for sale in the City, no person may ignite, discharge, use, or explode fireworks except as authorized elsewhere in the chapter, and no one under 16 may possess fireworks unless accompanied by an adult.

The chapter carves out two narrow lanes. Public display fireworks can proceed with a City permit under § 7.15.040(A), and religious organizations or other specific uses under RCW 70.77.311(2)(c) and (d) can get a permit for an approved date and location. Trick and novelty devices defined in WAC 212-17-030 are permitted outright under § 7.15.040(C). A display permit application must go to the city manager or designee "at least 10 days prior to the commencement of the public display" under § 7.15.050, using forms consistent with the Washington State Patrol's fire protection rules, and the City sets its own permit fee by resolution under § 7.15.060. Illegal fireworks are subject to immediate seizure by the City under § 7.15.070, with forfeiture proceedings under RCW 70.77.440.
