Spokane Valley has banned consumer fireworks entirely. The city's official notices state that "fireworks are illegal to sell or ignite in the City of Spokane Valley per Municipal Code 7.15.030." Chapter 7.15 SVMC provides that no person shall ignite, discharge, use or explode any fireworks within the city except as authorized in that chapter, and that no fireworks shall be sold or offered for sale within the city. Washington's state fireworks law, RCW 70.77.395, sets default dates and times when consumer fireworks may be discharged statewide, but it expressly allows local governments to adopt more restrictive ordinances limiting or prohibiting the sale or discharge of fireworks. Spokane Valley exercised that authority to impose a complete ban, so the state's June 28 to July 5 and New Year's discharge windows do not apply inside the city. The only fireworks legally allowed in Spokane Valley are public display fireworks authorized by a permit issued by the city under RCW 70.77.260 and subject to the standards in Chapter 70.77 RCW, plus limited religious or special uses under RCW 70.77.311(2)(c) and (d) on an approved date and location by permit. Permit applications for an authorized public display must be submitted to the city manager or designee at least 10 days before the display. Residents are encouraged to report illegal fireworks to Crime Check at 509-456-2233, or 911 if a fire has started.
