Second, noise from vehicles operating on the road, such as loud exhaust or defeated mufflers, is controlled by Minnesota state law rather than a Blaine-specific decibel ordinance. Minn. Stat. 169.69 requires every motor vehicle to have a muffler in good working order that prevents excessive or unusual noise, and prohibits muffler cutouts and bypasses. Minn. Stat. 169.693 makes it unlawful to operate a motor vehicle in violation of the motor-vehicle noise rules adopted by the Minnesota Pollution Control Agency (Minn. R. 7030.1000 through 7030.1060).
