Blaine prohibits parking or storing junk, stock, or race vehicles; all vehicles must be operable, currently licensed, and licensed to occupants or guests (BCO 34-322). On public property, Minnesota Statutes Ch. 168B treats a vehicle as abandoned after 48 hours (4 hours if posted). Vehicles in violation may be impounded and removed at the owner's expense.
Blaine addresses abandoned and junk vehicles through both city ordinance and state law. Under the Blaine City Code (BCO 34-322), the city does not allow the parking or storage of stock cars, race cars, or junk vehicles. All vehicles must be in operable condition, currently licensed, and licensed to the occupants of the property or their guests. Inoperable or unlicensed vehicles stored in a residential yard are a code violation enforced by Community Standards (763-785-6146). For vehicles on public streets and property, Minnesota's Abandoned Motor Vehicles statute (Minn. Stat. Ch. 168B) controls. Under Minn. Stat. 168B.011, a vehicle is considered abandoned when it has remained illegally on public property for more than 48 hours, or more than 4 hours when the property is properly posted, and lacks vital component parts or is in an inoperable condition with no substantial potential for further use, unless kept in an enclosed garage or storage building. Classic and pioneer cars are excepted. Abandoned vehicles may be impounded; an owner who fails to reclaim a vehicle becomes responsible for removal and storage costs.
Storing a junk, stock, race, inoperable, or unlicensed vehicle on residential property, or leaving an inoperable vehicle on public property beyond the statutory window, can result in a code citation, impoundment, and removal at the owner's expense. Report suspected abandoned or junk vehicles to Community Standards at 763-785-6146.
