Under Blaine City Code, no vehicle may be parked or left standing on any highway, street, or alley for more than 48 consecutive hours at any time. From November 1 to April 1, no on-street parking is allowed between 2:00 a.m. and 7:00 a.m. without an emergency permit. Vehicles in violation may be ticketed and towed at the owner's expense.
The City of Blaine restricts on-street parking through Chapter 82 of the Blaine City Code (Traffic and Vehicles). No owner of any vehicle or person in charge of any vehicle may park or permit such vehicle to stand upon any highway, street, or alley in the city for more than 48 consecutive hours at any time. The restriction applies to the entire width of the right-of-way. Layered on top of the 48-hour rule is a seasonal winter parking ban: from November 1 to April 1, no parking is permitted on public streets from 2:00 a.m. to 7:00 a.m. (sections 82-151 and 82-152). Drivers who need to park overnight during the winter season may request an emergency overnight parking permit by contacting the Blaine Police Department at records@blainemn.gov. Vehicles parked in violation of the winter rules are fined for illegal parking and may be towed at the owner's expense; a vehicle parked in violation may be removed as provided by section 82-61. Blaine Police periodically run overnight enforcement sweeps and have issued multiple citations in a single night.
