Blaine bans overnight on-street parking seasonally: from November 1 to April 1, no vehicle may be parked on any public street, highway, or alley between 2:00 a.m. and 7:00 a.m. (BCO 82-151) without an emergency permit. Residents needing overnight parking can request an emergency permit from the Blaine Police Department. Violations are fined and vehicles may be towed.
Blaine's overnight parking rule is part of its winter parking program in Chapter 82 of the City Code. From November 1 to April 1, no person may park or permit a vehicle to be parked on any highway, street, or alley between the hours of 2:00 a.m. and 7:00 a.m. without an emergency parking permit issued by the police department (section 82-151). The purpose is to keep streets clear so snowplows and emergency vehicles can pass. The restriction applies to the entire width of the right-of-way. Outside the winter season, there is no blanket nightly overnight ban, but the year-round 48-consecutive-hour limit on street parking still applies. Residents who need to park on the street overnight during the November-April window can obtain an emergency overnight parking permit by contacting the Blaine Police Department (records@blainemn.gov). Vehicles parked in violation of the winter parking rules will be fined for illegal parking and towed at the owner's expense, and may be removed as provided by section 82-61. Blaine Police conduct overnight enforcement sweeps during the season.
Parking on a public street between 2:00 a.m. and 7:00 a.m. from November 1 through April 1 without an emergency permit is a violation, resulting in a fine, possible towing, and impound fees, all at the owner's expense.
