Blaine's Zoning Ordinance (BZO 33.08) limits fences to 4 feet in front yards and 6 feet in side and rear yards. A front corner side yard fence may reach 6 feet only with a 1-foot setback. Rear yards fronting a public right-of-way are limited to 4 feet at the line or 6 feet set back 1 foot.
Fence heights in Blaine are governed by the Blaine Zoning Ordinance section 33.08 and summarized in the City's Residential Guide to Community Standards. In the front yard, a fence may be a maximum of four feet in height in front of the residential structure. In a front corner side yard, a fence may be four feet when placed at the property line, or six feet with a minimum setback of one foot. Side yard fences may be a maximum of six feet. Rear yard fences may be six feet where the rear yard is not adjacent to or fronting a public right-of-way; where the rear yard is adjacent to or fronts a public right-of-way, the limit is four feet at the property line or six feet with a minimum one-foot setback. On corner lots, no fence may be constructed within the sight distance triangle and the front yard may not contain any fence that obscures the view of traffic. Fences up to seven feet require a zoning or engineering permit, and the City's website notes that fences of seven feet or higher require a Conditional Use Permit from the Planning Department. These are city standards, not state-set heights; Minnesota does not impose a statewide residential fence height cap.
Fences exceeding the district height limits, or built without the required permit, can be flagged by Community Standards and the property owner ordered to lower or remove the fence. Corner-lot fences obstructing the sight distance triangle (over 30 inches) violate BCO 82-231/232. Contact Community Standards at 763-785-6146 or Building Inspections at 763-784-6700.
