California Vehicle Code section 27007 prohibits operating a vehicle sound amplification system that can be heard outside the vehicle from 50 or more feet while on a highway, except to request assistance or warn of a hazard. California Vehicle Code sections 23130 and 23130.5 set in-use roadway noise limits keyed to vehicle type and posted speed. Enforcement of these on-road provisions is handled by police/CHP under the Vehicle Code, not Chapter 213.
Stationary revving or improper horn use that disturbs a residential area is a Chapter 213 public nuisance (V-213-4) chargeable as an infraction (V-213-5). On-road exhaust, stereo, and horn violations are enforced as Vehicle Code infractions by police - for example a 'fix-it' (correctable) citation for an over-limit exhaust under Vehicle Code section 27150/27151, or a citation under section 27007 for a stereo audible at 50 feet.
