Tempe requires building permits for outdoor kitchens that include gas lines, plumbing, electrical wiring, or structural roofs under Tempe City Code Chapter 8 (Building and Building Regulations) and the adopted International Residential Code. Trade permits file through Tempe Community Development. Standalone portable grills require no permit. Outdoor kitchens near swimming pools must comply with Tempe pool barrier requirements.
Tempe City Code Chapter 8 adopts the IRC, IPC, IMC, and IFGC with local amendments. Permits are required for: gas line extension or new gas service (plumbing permit, Arizona ROC-licensed contractor); electrical wiring for outlets, lighting, and appliances (electrical permit, ROC-licensed electrician); plumbing for sinks and drains; and structural roofs, ramadas, or attached shade structures (building permit). Standalone portable grills, charcoal fire pits, and non-built-in pizza ovens require no permit. Outdoor kitchens within proximity to swimming pools must comply with Tempe City Code pool barrier requirements (self-closing, self-latching gates; barrier integrity). All gas line work must be performed by Arizona ROC-licensed contractors under ARS Title 32, Chapter 10. Outdoor electrical receptacles must be GFCI-protected and weather-resistant per the NEC. Lot coverage and setback requirements under the Tempe Zoning and Development Code apply to permanent structures. Tempe Community Development accepts applications through its online permitting portal and supports relatively quick issuance for routine residential trade permits.
Unpermitted gas line work violates ARS Title 32 contractor licensing law and may result in disconnection of gas service. Tempe building code violations are civil infractions through Code Compliance. Pool barrier violations create independent civil liability under Tempe City Code. Insurance claims for fire or injury may be denied if work was unpermitted.
