Backyard wood and pellet smokers in Vancouver single-family yards are permitted but subject to Southwest Clean Air Agency (SWCAA) opacity and burn-ban rules. Vancouver's noise rule at VMC 7.05.010 (public disturbance) reaches continuous mechanical noise that unreasonably disturbs the peace; smoker fans and pellet augers are evaluated on the public-disturbance standard rather than a fixed decibel limit. The city does not impose distance, hours-of-use, or smoke-density standards beyond what SWCAA and the Fire Marshal's Office enforce.
SWCAA opacity and burn-ban violations are enforced by the agency with civil penalties under RCW 70A.15.3160 up to $1,000 per day. Vancouver Fire Code balcony violations are enforced by the Fire Marshal's Office under VMC 16.04. VMC 7.05.010 public-disturbance infractions are enforced by Vancouver Police and Code Enforcement.
