Free-standing ornaments and statuary on private residential property in Vancouver are not regulated by VMC by quantity, theme, or content provided they remain below the 8-foot residential accessory-structure height cap (measured to roof peak / highest point for permanent installations) and are not anchored as permanent structures triggering setback rules. Lawn ornaments are not signs under VMC Chapter 20.960 unless they bear commercial messaging — VMC 20.960.030 (Prohibited Signs) restricts inordinate light sources and signs emitting audible sound, odor, or visible matter but only when the item meets the sign definition. Temporary political signs in residential zones are protected speech under the First Amendment, and Vancouver's sign code permits them subject to viewpoint-neutral size and setback rules. Religious displays receive the same constitutional protection.
