VMC 7.05.010 (Public Disturbance) is the controlling noise standard for residential areas β it uses a 'plainly audible' / unreasonably-disturbs-the-peace test rather than a fixed decibel limit, and reaches sound-amplifying equipment, noise makers, and continuous outdoor sources. Any exterior amplified music accompanying a holiday display must not unreasonably disturb adjoining property owners, particularly during typical night-time hours. Lighted displays that carry commercial messaging or are placed on commercial property fall under sign regulations in VMC Chapter 20.960; residential lighting without commercial copy is not a sign. Installing new exterior outlets or low-voltage transformers requires a Washington L&I electrical permit, not a city permit. Glare creating a hazard for drivers is preempted by RCW 47.36.180 and 46.37.020. HOAs commonly impose stricter display-date rules through CC&Rs; the city does not enforce HOA covenants. Light trespass onto adjoining residential property is addressed through the general nuisance authority in VMC Title 8.
VMC 7.05.010 public-disturbance violations are civil infractions enforced by Vancouver Police and Code Enforcement. Right-of-way obstructions are enforced under VMC Title 11. Commercial sign content without a sign permit violates VMC 20.960. There are no city-imposed display-date penalties on residential lights.
