Vancouver regulates leaf blowers and power lawn equipment under its public disturbance noise ordinance. No citywide ban exists, but equipment causing unreasonable noise is prohibited, and lawn/ground-maintenance tools are only exempt between 7 AM and 10 PM.
VMC 7.05.010 prohibits sounds that unreasonably disturb the peace of neighboring property owners. Lawn mowers, garden tools, chain saws, and other power equipment used for building repair or ground maintenance are exempt from the noise disturbance rules only during the hours of 7:00 a.m. through 10:00 p.m. Outdoor construction noise is permitted 7:00 a.m. through 8:00 p.m. No specific decibel cap applies to residential leaf blower use, and there is no citywide ban on gas-powered blowers. Complaints are handled by Vancouver Police Department or Code Compliance.
Violating VMC 7.05.010 is a misdemeanor, punishable by up to 90 days in jail and/or a $1,000 fine under standard Washington misdemeanor penalties.
