Richmond does not have a comprehensive dark-sky lighting ordinance but the zoning ordinance requires commercial and multifamily outdoor lighting to be shielded and directed downward to prevent glare onto adjacent residential properties.
City Code 30-930 requires outdoor lighting on non-residential and multifamily sites to use full cutoff fixtures where feasible and limit light trespass onto adjoining residential lots to 0.5 footcandles at the property line. Residential single-family lighting is largely unregulated except under the nuisance standard. Historic districts may have additional lighting design guidelines through CAR.
