Los Angeles takes a permissive approach to seasonal holiday decorations. LAMC Β§93.0117(B) creates a two-month exemption window (November 15 through January 15) during which decorative string lights, illuminated yard displays, and similar seasonal features are not subject to the shielding and visibility limits that govern other outdoor lighting. After January 15, residents must take down or modify displays so any remaining bulbs comply with Β§93.0117(A) shielding rules. Brightness, animation, and color are not regulated during the exemption period. HPOZ districts may impose additional restrictions on building-mounted displays. Religious and cultural celebrations outside the November-January window can request equivalent treatment through code enforcement discretion.
Lights left up past January 15 may draw LADBS complaints if they create glare or light trespass. Administrative fines apply under LAMC Β§11.2.04, and HPOZ districts can require removal of non-conforming building-mounted displays.
