Los Angeles imposes some of the strictest digital billboard lighting rules in California. LAMC Β§14.4.4(D) requires each static image to display for at least four seconds before changing. Animation, video, scrolling text, and flashing effects are banned. Brightness must not exceed 0.3 footcandles above ambient light measured at a distance equal to the sign's diagonal. Operators must install photometric sensors that automatically reduce nighttime brightness, typically to 100β300 nits. Boards within 500 feet of residentially zoned property face additional setback and shielding requirements. The rules apply to all existing legal nonconforming digital billboards as well as any new displays approved within Sign Districts.
