Where no numeric standard exists, persistent glare may be pursued as a private nuisance under Pennsylvania common law. Delaware County itself does not investigate residential lighting disputes. Start with your municipality's code office; the county's role in lighting is limited to keeping its own parks closed dawn to dusk.
If a local lighting cap exists, exceeding it is a municipal violation with correction notices and fines; otherwise remedy is a private nuisance action.
