The county sets no rule; your city or township does. Holland Charter Township requires wall-pack and pole fixtures to be down-lighted and 100 percent cut off, and caps light spilling across non-street lot lines at 0.1 footcandle.
Michigan regulates light spillover locally under MCL 125.3201, not at the county level. Holland Charter Township Zoning Ordinance Article 12 requires that wall-pack and pole-mounted fixtures be a down-lighted type and 100 percent cut off, projecting all light below the horizontal plane. Under Table 12.3, illumination measured along all lot lines other than the street frontage may not exceed 0.1 footcandle, and along the front lot line adjacent to street frontage may not exceed 2.0 footcandles. Light poles adjacent to an agricultural or residential district are capped at 20 feet. These standards apply mainly to non-residential and multi-family sites.
Fixtures that throw more than the allowed footcandles onto a neighbor's lot line can be cited; the township may require shielding, re-aiming, dimming, or removal.
