This is a real county power. Under Texas Transportation Code Ch. 683, a junked vehicle is a public nuisance, and Lubbock County may adopt procedures to abate and remove junked or abandoned vehicles from private or public property in unincorporated areas.
Unlike zoning, junked- and abandoned-vehicle abatement is expressly granted to Texas counties. A junked vehicle is one wrecked, dismantled or discarded, or inoperable for more than 72 hours on public property or 30 days on private property (sec. 683.071). Such a vehicle is declared a public nuisance (sec. 683.072), and sec. 683.074 lets a county adopt removal procedures with a public hearing on request. A separate rule (sec. 683.002) treats a vehicle left unattended 48+ hours as abandoned. The City of Lubbock enforces the same framework within city limits.
