Public street parking is a city traffic-management matter, not a county one. A Texas county cannot regulate on-street parking inside a municipality, and unincorporated county roads follow state traffic law rather than a local parking code. The City of Lubbock enforces its parking chapter and may impound vehicles that violate it. On unincorporated county right-of-way, a vehicle left unattended more than 48 hours can be treated as abandoned under Texas Transportation Code sec. 683.002.
