Section 683.071 defines a junked vehicle as self-propelled and wrecked/dismantled/discarded, or inoperable for more than 72 consecutive hours on public property or 30 consecutive days on private property. Nueces County and Corpus Christi both administer junk/abandoned-vehicle abatement; the city cross-references its own abandoned-vehicle provisions.
The county/city may remove and impound the vehicle after notice; owners may request a public hearing before removal, and the vehicle may not be reconstructed or made operable after abatement.
